It has been adopted by 49 US states plus DC. New York has its own equivalent, the Electronic Signatures and Records Act (ESRA).
ESIGN is a federal law governing interstate and foreign commerce. UETA is a state law governing intrastate transactions. Where both apply (most commercial contracts), they reach the same result — electronic signatures are legally valid. ESIGN preempts UETA where there are inconsistencies, but in practice both recognize the same signatures as valid.
